Tamil Nadu's Next Electronics Bet Is the Boring Layer Underneath the EV

Tamil Nadu's electronics story is moving into a different phase. New manufacturing units, a widening vendor base and favourable global conditions are being pointed at one target: an ecosystem for advanced electronics systems serving automotive and other industrial applications.

The state has hosted auto and electronics makers for decades. The persistent gap has been domestic value addition, which stays below where anyone wants it — assembly happens here, the components arrive from elsewhere.

Why the timing works now

Vehicles and devices are becoming connected, software-defined and autonomous. Electric powertrains are taking over the market. Both shifts push value out of mechanical systems and into electronic components and sub-systems.

Three forces are converging: global supply chain developments, national missions pushing EV and electronics localisation, and a central push for cluster-based economic activity.

The two clusters

Two SIPCOT industrial parks have been approved under the union government's electronics manufacturing clusters programme, EMC 2.0:

  • Pillaipakkam, near Sriperumbudur, spread over 379 acres
  • Manalur, upcoming, in Tiruvallur district

Cumulative investment is around Rs 1,012 crore. Both come with common facilities designed to create a vendor ecosystem through clustering rather than leaving each manufacturer to build its own supplier base.

What they are meant to make

This is the part that separates the plan from previous electronics announcements. The state wants to use its existing OEM base in autos — particularly EVs — and emerging areas like solar, to move up the value chain into components: motor controller units, battery systems, printed circuit boards and sensors.

Pillaipakkam already houses Ashok Leyland's battery pack unit and a Hyundai Kefico unit making EV control systems including motor control units.

Why components rather than assembly

Final assembly is the visible part of manufacturing and the least valuable. Motor controllers, battery management systems and sensors carry the margin, the intellectual property and the supplier relationships that persist across product generations.

They are also considerably harder. Component manufacturing needs process depth, qualification cycles measured in years, and a vendor network that cannot be conjured through a single incentive scheme. Clustering is a reasonable answer to that — put the vendors close enough together that the ecosystem forms on its own.

Whether it works will not be visible in a ribbon-cutting. It will show up in the domestic value addition number, several years out.
